of four hours when Nitish Kumar broke ranks with RJD-Congress Grand Alliance and sided with old ally Bharatiya Janata Party With Nitish taking oath as the chief minister of the state for the sixth time hopes are high of getting special status for Bihar The demand of special status is so dear to Nitish that he publicly announced during the 2014 general elections (when He had already parted ways with the BJP) that his party was ready to extend support to any party which agrees to this demand Prime Minister Narendra Modi announced a special package of Rs 125 lakh crore for the state in the run-up to the Bihar Assembly election campaign in 2015 but did not quite fulfil his promise Nitish raised this demand with Modi on various occasions in the last two and half years His latest appeal to Modi in this regard came on 27 May 2017 In a three page letter to Modi Nitish said even after achieving double digit growth rate in past several years Bihar is still behind the national average on major developmental parameters such poverty line per capita income industrialisation and social and physical infrastructure "Awarding special category will ensure greater share in centrally sponsored schemes which will put the state on the faster growth trajectory" he wrote Nitish’s JD(U) even alleged that the NDA government was ignoring their leader’s demand because Modi had a personal grudge against the chief minister Now this is all history Nitish is back in the NDA’s fold and Modi has congratulated him for his fight against corruptiona and after he was sworn in as the chief minister on Thursday BJP president Amit Shah tweeted saying Nitish and Modi will take Bihar to newer heights I am sure the new Bihar government along with central govt led by PM Shri @narendramodi will take Bihar pictwittercom/q4GYNU9k2O — Amit Shah (@AmitShah) July 27 2017 This is the first time after 1998 that the same coalition is at the helm of affairs in Bihar and at the Centre During united front government led by HD Devegowda and IK Gujaral Bihar was governed by RJD party chief Lalu Prasad Yadav who was a partner in the ruling coalition in Delhi Equations changed after NDA was elected to power under the leadership of Atal Bihari Vajpayee In 2005 when Nitish-led NDA came to power in Bihar Congress-led UPA was at the helm in the Centre This mismatch continued almost for a decade until 2014 When Modi trounced the elections in 2014 with a thumping mandate it gave concerned parties hope that the Centre-state mismatch would end but Nitish decided against riding that wave and swapped sides with the RJD-Congress coalition The Mahagathbandhan won him the 2015 Assembly elections with a thumping majority SUBJECT: Very Important Press Conference By Shri Arvind Kejriwal At Aam Aadmi Party’s Media Conference Room At 300 pm Sharp Invitation Thereof: Date: 03022016 Dear Sir/ Madam Hon’ble Delhi Chief Minister Shri Arvind Kejriwal will address a press conference today ie 3rd February 2016 in AAP’s Media Conference Room Delhi -110054 Shri Kejriwal has been waiting patiently for the past 7 days to see how badly Delhi gets affected by the garbage pileup Now that the entire capital is stinking and traffic thrown out of gear Shri Kejriwal has finally found it fit to embark on a solution to the impasse For your information dear friends in the media this is what Shri Kejriwal tweeted today at 1203 pm: “We have tried to find a solution to ongoing MCD strike Will announce at 3 pm Hope it satisfies everyone and the strike ends” For everyone wondering why Shri Kejriwal hasn’t divulged the valuable solution immediately instead of making the people of Delhi suffer stink and traffic jams for 3 more hours let it be clarified that Shri Kejriwal cannot spill the solution unless there is arrangement for live streaming and live broadcast That will be doing injustice to his charisma as India’s Best Chief Minister Also we thought it fit to generate some suspense instead of providing a solution straightaway because Shri Kejriwal in presence of our media friends will divulge how and why Shri Narendra Modiji is ultimately responsible for this garbage pileup This expose will be in addition to the other documentary evidence that we shall provide in the said press conference that makes it clear that Modiji is responsible for the travesty of making the earth revolve around the sun and not the other way round You are therefore requested to attend/depute your representative/ photographer/TV crew for coverage of the event Yours faithfully A Representative for AAP Still high on an adrenaline rush of having smashed an age-old custom the women decided that they would actually try to say their husband’s names when they got home And they kept their word Over the next few days Rohini got a variety of updates The first video Rohini decided to screen in her discussion club was on the practice of women not addressing their husbands by their first name Screengrab from Video Volunteers One woman’s husband called Rohini to ask what ideas she was putting in the women’s heads His wife wouldn’t stop calling out his name Another club member decided to do it at dinnertime in front of her entire family When her mother-in-law glared at her she got scared and said that it was a mistake Another woman said “Rohini told me to do it” One participant’s husband was less understanding and the situation ended in violence Rohini shares how women have tried to stop other practices like wearing vermilion on their forehead “Why do only women have to show that we’re married I told my husband that if he’d wear vermillion I’d do it too He just laughed and I’ve stopped wearing it” The other women haven’t stopped completely but they feel that they’re in a better position to choose to not to wear it on some days For many of the women this discussion club is a safe space where they can share their opinions and aspirations “We make an excursion out of each discussion club We usually pack lunch and water and go to the field I don’t want the women to worry about who might hear what” she says In the past few months they have celebrated birthdays with cakes for the first time in their lives; they have danced and sung and talked about things they have never given a second thought to “I have worked on these issues for so many years and even I haven’t talked about some of these things like how our identities are tied to our husbands’ this honestly It feels great to be able to say some things out loud no matter how small they seem” says Rohini “At one discussion club we were talking about the concept of honour and how it is related to clothes Many women in the group haven’t worn anything but saris since they got married Most are fine with it but some wanted to wear a salwar-kurta; they didn’t dare” After much debating and discussion on the merits of choosing your own clothes the morality related to saris and so on Rohini smuggled her own set of kurtas to a discussion club so that the women could wear them The women have now decided to plan a trip to Goa so that they can wear jeans and Rohini is certain that she can pull it off Asked whether things have changed in the five months since the first discussion club Rohini explains how a wheel is beginning to turn “Our steps have been small Many women tried it a few times but then they stopped saying their husband’s name Some including myself do it but only when they are alone and no other family member is around Only one or two continue to say their husbands’ names; now only one or two women wear vermilion on their forehead all the time” “Each one of us is a victim of patriarchy I am too But this club gives each one of us the confidence that change will come” The women in the discussion club know that the changes they want to create in their own lives the bargain for more agency over their mobility or choice of clothes are a complex river to navigate Buoying each other’s confidence they acknowledge that they’re in this together As Rohini explains “Each one of us is a victim of patriarchy I am too But this club gives each one of us the confidence that change will come And I know that it won’t be limited to just 30 families there will be a chain reaction when every woman at the club goes home and shares what we talk about and do We’re all in it together”Narendra Modi heads to Tevez Hulk and Alexandre Pato but cut-price Israeli Eran Zahavi is outgunning them all at the top of the scoring charts His feat in smashing 23 Chinese Super League (CSL) goals in 22 appearances this season is all the more remarkable when you consider that he plays for a wildly inconsistent GuangzhouR&F side that is sixth in the 16-team table The Israeli international also cost a fraction of many of his more famous peers Guangzhou spending a relatively measly 72 million euros to snare him from Maccabi Tel Aviv in June last year And what a signing Zahavi who can also play attacking midfield has been His goal haul puts him way ahead of the second top-scorer in the CSL Guangzhou Evergrande’s Brazilian forward RicardoGoulart (16 goals) and numerous expensive big-name strikers are also trailing behind Zahavi celebrated his birthday last month — “I’m 30 years old but I feel like I’m 25” — and is in the form of his life “I’m facing new challenges in China the league here is developing and I try to help Chinese football develop here and around the world” Zahavi told Chinese football app Dongqiudi Zahavi’s goals and particular knack of scoring against Guangzhou Evergrande R&F’s rivals and reigning CSL champions has made him a fan favourite He has plundered four goals in Guangzhou derbies this season and said: “I really like scoring against them for the team and also for the fans The derby is always the most important match of the year and it’s always nice to score goals against the leaders and the best teams” Overhead kick Prior to China Zahavi spent most of his career in Israel except for an unsuccessful spell in Italy at Palermo where he scored only twice in two years before moving to Maccabi in 2013 He is thriving under the offensive-minded management of Dragan Stojkovic the former Yugoslavia international “We play a passing game and in most of our games we control the game always scoring goals” Zahavi said “Sometimes we suffer with our defensive game because we go forward too much and we play our game and don’t think too much about the opponent “I think people in China like to see R&F and how we play I think it’s a very important part of football that the fans enjoy coming to the game” Although he is enjoying life and football in China Zahavi admits he misses the UEFA Champions League If he carries on at this staggering goal-scoring rate teams in Europe might come sniffing It was in the continent’s premier competition that he scored his most memorable goal — an overhead kick for Hapoel Tel Aviv against Lyon in 2010 “The goal I scored in the Champions League group stage was very special for me When I was five years old I would see Champions League games and I asked God to let me have a part in these games and to show my quality to the world and to befamous for football and to try my best” he said “And when you come to this moment and score such a nice goal in the most important competition in the world you just feel proud of yourself All the hard effort put in had paid off” For all the latest Sports News download Indian Express App More Top NewsWritten by Rajiv Kumar | Updated: June 21 2016 8:11 pm The government withstood the criticism for not letting interest rates decline more rapidly as many demanded and argued with empirical evidence in support (Source: Reuters) Top News The die is cast Raghuram Rajan has announced his return to academia Evidently this was separation by mutual consent So we should let it rest at that Looking forward the relevant questions to ask are: Does this reflect the NDA government’s inability to retain talent Did Rajan to some extent bring this upon himself Would this precipitate action by Rajan result in calamitous outcomes for India Were Rajan’s policy priorities in sync with the government’s policy goals Having inherited Rajan as governor of the RBI Narendra Modi and Arun Jaitley gave him maximal support and the widest space to implement the plan he had announced after taking over in September 2013 The government withstood the criticism for not letting interest rates decline more rapidly as many demanded and argued with empirical evidence in support That Rajan succeeded in restraining inflation was partially plain good luck and partly staunch support by the government in maintaining tight fiscal discipline The government also backed down twice in the face of opposition by Rajan first to the Financial Sector Legislative Reforms Commission (FSLRC) recommendations and second to the creation of an independent public debt office in the ministry of finance Moving Rajiv Mehrishi suddenly and unexpectedly out of the Department of Economic Affairs (as secretary) was also perhaps done partly with an eye to placate Rajan What more would a government do to retain talent The more pertinent question is perhaps why Modi took away his support during the last few months WATCH VIDEO |RBI Governor Raghuram Rajan Delivers The First RNG Lecture The principal economic reason would seem to be the continued extreme weakness in credit off-take from commercial banks This is at a decadal low at 8-9 per cent compared for example to 27 per cent in 2009 This signifies both a loss of private investors’ appetite for investment and the commercial banks’ reluctance to advance credit as their balance sheets take hard knocks in the face of unremitting pressure from the RBI to surgically clean up their loan portfolios A government deeply concerned with generating more jobs and raising the rate of economic growth could have expected a helping hand from Rajan Instead the governor seemed bent upon completing the cleaning up even if it implied significant corporate and commercial banks The danger could surely be that the damage in the short term would outweigh the uncertain positive long-term consequences But the other perhaps more plausible reason was Rajan’s attempt to combine the role of a senior policy mandarin with that of a public intellectual I wonder how he did not realise that this is an impossible mix Not only did he advise the finance minister to stick to the fiscal target which was clearly stepping over red lines he also chose to speak publicly on the state of tolerance in the country and whether or not a strong government faces the danger of succumbing to dictatorial tendencies a la the emergency in India or Hitler’s Germany Taking on the role of principal critic is perhaps not conducive to working as part of a team This may be in line with glorifying the RBI’s independence I for one would rather have the RBI work closely with the government to achieve optimal macroeconomic outcomes After all the Peoples Bank of China and the Bank of Japan and even the US Fed are known to work closely with the government in office and not stake out their independent paths Could Rajan an excellent networker otherwise have become a victim of excessive adulation from the community of fawning financial analysts and breathless media anchors who in their selfish interests made him into a prima donna who was beyond all established norms Rajan also riled a few of Modi’s cabinet colleagues by not engaging with them as equals and instead responding to them through public platforms almost in hectoring tones The remark on Make in India; letting the minister of commerce know about the correctness of his foreign exchange stance through the C D Deshmukh lecture; exhorting small and medium entrepreneurs to not expect any relief from a depreciating rupee — could all have been handled more discreetly and less dismissively Third it is surely a gross exaggeration to claim that come tomorrow foreign investors will boycott India and decamp in hordes from our shores The markets have taken this in their stride and shown that they believe while individuals are important it is institutions and their inherent capabilities that drive economic outcomes All major brokerages have already announced that the India story remains intact With my high respect for Rajan’s undoubtedly superior intellect and capabilities I still have to insist that India’s structural strengths that include its robust institutions and future growth prospects will continue to attract investment Fourth having announced flexible inflation targeting as his preferred policy objective Rajan was unremitting in his drive for squeezing out all inflationary expectations from the system In this he was lucky as global oil prices plummeted soon after he took over One wonders the extent to which Rajan would have hiked rates had global oil prices remained in the vicinity of $140 Food prices are an important driver of inflationary expectations These are driven more by the supply-demand dynamics than by the interest rate policies especially when the transmission mechanism is weak Could better results not have been achieved if the RBI and relevant government agencies worked together behind the scenes to address supply constraints that push up food inflation in the country and raise the price of wage goods thereby pushing up costs This in turn forced the RBI to keep interests rates high delivering a double whammy to the industrialists as they end up suffering from both high wage and capital costs Therefore it is as I said earlier sad to see Rajan return to Chicago However it is not entirely the government’s fault and he would have to share part of the blame for this unfortunate situation The most important lesson to my mind is for the government to choose a substitute who has not only the domain competence but also the ability and humility to work as an effective and a somewhat self-effacing member of India’s economic policy team The collective aim would be to generate maximum employment growth while retaining macroeconomic stability This can be achieved without generating so much heat or light (This article first appeared in the print edition under the headline ‘It takes two’) The writer is senior fellow?
