AS if we needed it, even more evidence of how the Los Angeles County Department of Children and Family Services fails children came to light last week. According to an audit, the DCFS payroll is a huge mess with overpayments, underpayments and unaccounted-for time. A mere sampling of workers in 2005 found at least $100,000 in unwarranted expenses. Extrapolated out, that suggests that a lot of money is being misspent. Wasted money means less service to needy children. And it suggests that if payroll controls are so slapdash, the department can’t be trusted with the lives of children. County officials say they are working diligently to clean up bad operations at the DCFS.
