  • Gov. Wolf and Lt. Gov. Fetterman Renew Call for Legislature to Take up Legalization of Adult-Use Cannabis to Help with COVID Recovery, Restorative Justice

Governor John Fetterman today called on the legislature to take up the legalization of adult-use cannabis to help with the state’s economic recovery amid COVID-19. Legalization will also create more outlets for important restorative justice programs in the commonwealth.“Now more than ever, we see a desperate need for the economic boost cannabis legalization can provide. So today I am proposing we legalize adult-use cannabis here in Pennsylvania with a portion of the revenue going toward existing small business grants,” Gov. Wolf said. “Half of these grants would be earmarked for historically disadvantaged businesses, many of which have had difficulties attaining other assistance because of systemic issues.“The other portion of the revenue will go toward restorative justice programs that give priority to repairing the harm done to crime victims and communities as a result of cannabis criminalization.”Lt. Governor Fetterman elaborated on the need for legislative action to provide for much-needed restorative justice.“It has been nearly a year since Governor Wolf and I urged the legislature to act on immediate decriminalization and start the discussion about legalization,” Lt. Governor Fetterman said. “Now more than ever, we must stop prosecuting people for doing something that most Pennsylvanians don’t even think should be illegal.”The governor also mentioned the economic benefits states with legal adult-use cannabis have realized. There are now 11 states plus the District of Columbia with legalized cannabis.“Some states that have legalized adult-use cannabis have received millions in additional revenue,” Gov. Wolf said. “In Washington state, adult-use cannabis brought in $319 million in tax revenue in 2018. In Colorado, that figure topped $266 million, and provided the city of Aurora with $900,000 to open a space for people experiencing homelessness. And these figures don’t count the secondary economic benefits of new businesses opening.”“Communities across our commonwealth are suffering,” said Sen. Sharif Street, who joined the governor and the lt. governor at the event. “Government has a responsibility to provide for and protect Pennsylvanians without cutting vital support systems or levying new taxes during a pandemic. After years of disparate enforcement of marijuana laws, which drives mass incarceration, social justice reform must be central to any policy on adult use. I’m proud to support Governor Wolf in this effort.”The governor, with the realization that standing up a legalized adult-use cannabis program will take time, called on the legislature to take immediate action to decriminalize possession of small amounts of marijuana, changing the charge from a misdemeanor of the third degree, which can result in jail time, to a summary offense, which does not.“I stand with the Governor and Lt. Governor in support of legislation legalizing adult-use cannabis because this issue is about far more than money,” said Rep. Jake Wheatley. “This is about criminal and social justice reform and righting past wrongs. It is about creating a flourishing new industry to help keep people safe and educate them on responsible use. Especially during a pandemic, we need to provide every avenue for relief and this one is well overdue.”The governor and lt. governor first called on the legislature to consider adult-use cannabis legalization in September 2019 after the lt. governor completed a statewide listening tour and a report back to the governor summarizing public opinion both on the tour and from tens of thousands of online submissions from Pennsylvanians. The majority of Pennsylvanians favor legalization and from the lt. governor’s report, three actions were outlined: a referendum on legalization, decriminalization and expungement of small possession convictions.Since that report was released, nothing has moved forward in the legislature.With the onset and continued effects of COVID on our commonwealth, on Aug. 25, Gov. Wolf called for adult-use cannabis as part of his broad fall legislative agenda.Along with the call to the General Assembly to pass legislation legalizing the sale and use of adult-use cannabis, Gov. Wolf proposed that a portion of the revenue be used to further restorative justice programs that give priority to repairing the harm done to crime victims and communities as a result of marijuana criminalization.In October 2019, Gov. Wolf, Lt. Gov. Fetterman and Board of Pardons Secretary Brandon Flood outlined how the then-recent expedited pardons process could benefit those who have low-level marijuana convictions by asking the Board to expedite those pardons.     first_imgATOMIC CITY, Idaho – A dozen dates for two IMCA divisions are on the schedule this season at Atomic Motor Raceway.The 1/3-mile clay oval at Atomic City hosts Xtreme Motor Sports IMCA Modifieds and Karl Chevrolet Northern SportMods, with the first Friday-Saturday doubleheader of 2016 set for June 17 and 18.Both sanctioned divisions most recently ran at Atomic in 2014. The track was idle last year before be­ing purchased by Blake Lyle. Vickie O’Haro will be the promoter and a race director will be hired to oversee race night programs.“We love everything about dirt track racing and our big motivation in buying the track is to make racing strong again in southeastern Idaho,” said O’Haro. “We wanted to reopen this track to give drivers in the area more opportunities to race.”“Some people suggested we race once a month but we have such a short season here that doesn’t make sense,” she continued. “We worked with Idaho Falls Raceway and with Sweetwater Speedway (in Wyoming) to make sure our scheduled dates don’t conflict.”IMCA Speedway Motors Weekly Racing National, Allstar Performance State and local track points, plus Larry Shaw Racing Western Region points for the Modifieds, will also be given for July 8-9, July 22-23, Aug. 5-6, Aug. 26-27 and Sept. 23-24 events at Atomic.They’ll be joined by ASCS Frontier Region Sprint Cars in that season-ending twinbill.Work on the front straight wall and pitside seating has been completed and new concession stands will be in place on both sides of the track.Grandstand admission for veterans, active military personnel and seniors 65 and over will be free at Atomic and every Friday show will have a ladies’ night spectator discount.Atomic also introduces a multi-car entry discount this season for family teams with multiple race cars.last_img read more

We are less concerned about precipitation today but can’t wave the all clear flag just yet. Totals today likely are no more an a few hundredths to a half an inch with coverage at 60% of Ohio. Most of this is wrap around action, coming behind the strong low and the front that moved into the eastern Corn Belt yesterday.High pressure takes control tomorrow, nosing in from the west and northwest. This will bring nice, dry weather the state not just for tomorrow, but on through the end of the week, the weekend and early next week. We should be cool tomorrow as the sun works through, and then see temps climb steadily to near normal levels by the start of the weekend, and then above normal levels later this weekend into next week. South winds will develop on the backside of the high, facilitating the warm up. We do need to keep an eye out to the south. There is some hint that moisture develops over eastern KY and WV later this week into the weekend, and if you are in southern OH, you can see some building of clouds. We do not think it leads to precipitation in Ohio at this time, but it is something we are keeping an eye on, because we are a little surprised at the resilience of moisture in this area.We still have a front and some moisture on the way for Tuesday of next week, but the wave is losing strength, and coverage is significantly lower. We will keep rain totals right now at .25”-1” over 60% of the state, but we will admit straight up that most of the state will be between .25”-4” if you see rain at all. The upper half of the range will be limited to those areas that see thunderstorms, and right now those thunderstorm chances look to be relatively minor., We will continue to watch central to northeast Indiana as hot zone areas for thunderstorm development next Tuesday, but this action looks largely hit and miss.Dry weather is back as soon as Wednesday morning to midday, and we are dry through the rest of the 10-day period. For the 11-16 day forecast window, we have dry weather with minor high pressure in control through the 12th. For the 13th we have scattered showers coming in from the west and they linger into the 14th. This morning we will keep rain totals at .25”-.75” with coverage at 60%.The biggest story for agriculture by far will be temps next week. We are calling for highs to be above normal all week, and compared to the past 2 weeks, it will feel very hot. We look for highs next week to be 88-93. We think humidity levels will be lower, though, so we still should be less extreme than what we saw back in early July near the Independence Day holiday. But, be ready to hear more headline chasers tell you how extremely hot it will be, not just here, but across the corn belt in general.   • More Sources Claim Chinese Government Involvement in Cyberattacks on Google, Others

    first_imgWhy Tech Companies Need Simpler Terms of Servic… More sources are now claiming the Chinese government is behind the recent cyberattacks against Google and 33 other Silicon Valley companies, reports security firm Verisign iDefense. The attacks, revealed yesterday via a posting on Google’s official blog, were hacking attempts on the technology infrastructure of Google and other major corporations in sectors that included finance, technology, media and chemical, said Dave Girouard, president of Google Enterprise.Although Google’s politely-worded blog post doesn’t come out and directly blame the Chinese government for these attacks, many have suspected that is the case, including, apparently, Secretary of State Hillary Clinton. Now even more sources are coming out to confirm the Chinese government’s involvement. According to Verisign, their sources within the defense-contracting and intelligence-consulting communities also believe “agents of the Chinese state or proxies thereof” are to blame for these recent attacks. About the AttacksGoogle has stated that the attackers unsuccessfully attempted to access the Gmail accounts of Chinese human rights activists. However, only two Gmail accounts were accessed and only account information and the email subject lines were seen, not the content of the emails themselves. The company also said that at least 20 other large companies were attacked as well. Now Verisign reports that number is 33. In light of these attacks, Google boldly declared they are reconsidering their decision to do business in China – a surprising turn for the Internet giant who once claimed that operating in China didn’t violate the company’s motto, “Don’t be evil,” despite the fact that it required censoring search results according to the Chinese government’s wishes. That controversial act, though hotly debated at the time, was not all that surprising. Many Western firms ultimately have to cave in to Chinese demands in order to gain access to the 300 million plus Internet users the country holds. Google, for all their proclaimed high ideals, appeared to be no exception. Until now. The company has changed its course, stating that they will no longer censor the search results for their Chinese portal google.cn, launched in 2006 with the lofty goal of providing reliable access to information, albeit filtered information, for millions of Chinese citizens. Google is leaving the next move up to the Chinese government. If officials do not accept Google’s decision to provide unfiltered information, Google says they will have to withdraw from the country. Policy Change Hints at Government Involvement in Attacks So what has changed between then and now? The Chinese government hasn’t altered their position on Internet censorship, nor have they asked Google to make any changes to the agreement already in place. Many immediately suspected that the sole reason for Google’s decision has to do with the attacks themselves – attacks that hint at government involvement. According to Verisign’s sources, that does appear to be the case. The company says they’ve confirmed with two independent sources that both the source IPs and drop server (the server used to host malicious code and store the stolen files) of the attack correspond to a single foreign entity consisting of either agents of the Chinese state or those acting on their behalf.Verisign also notes that these recent attacks resemble a similar July 2009 incident against 100 or so IT-focused companies. At that time, the hacks involved an emailed PDF file that contained an unpatched Adobe Reader vulnerability, which allowed the attackers to deliver the malicious code. That vulnerability remained unpatched until just yesterday, notes Rick Howard, director of security intelligence for VeriSign iDefense. While July’s attacks were detected early and were largely uneventful, December’s attacks did find some success. In addition, these same sources claim that the files in both cases share similar characteristics. For example, both attacks used a backdoor Trojan in the form of a Windows DLL, and both share two similar hosts for the command-and-control (C&C) communication. In layman’s terms, if the cyberattack was a ground assault during a war, the C&C would be the general barking out the orders. Also in both incidents, the IP addresses used for C&C are in the same subnet and only six addresses apart from each other. That means both attacks are likely to have been instigated by the same entity and may imply that the recent victims’ technology infrastructure has been compromised since July.While none of these findings are a true smoking gun pointing to the Chinese government, it is believed that China encourages their hacker community to attack foreign entities while publicly denying any involvement in such attacks. That may be the case now. Or it could be that this time, the attacks are not just being state-permitted, they’re being state-directed. UPDATE: iDefense has now issued the following retraction:“In iDefense’s press announcement regarding the recently discovered Silicon Valley compromises, we stated that the attack vector was likely “malicious PDF file attachments delivered via email” and suggested that a vulnerability in Adobe Reader appeared to have been exploited in these attacks. Upon further review, we are retracting our initial assessment regarding the likely use of Adobe vulnerabilities. There are currently no confirmed instances of a vulnerability in Adobe technologies being used in these attacks. The backlash against the FCC came when its recent proposal allowed for “paid prioritization,” which would allow broadband providers to charge more for companies to deliver their services (like movies on Netflix) to consumers. In essence, companies would have to pay to be in the “fast lane” of Internet service.Commission chairman Tom Wheeler is reportedly aiming to salvage his fast-lane approach by coupling it with a promise to crack down on carriers that abuse their power. It’s unclear whether tech companies unhappy with his original idea will go for this largely rhetorical reprise.Craig Aaron, president and CEO of the nonprofit advocacy group Free Press, said that Wheeler is feeling the pressure to enact meaningful and sustainable policy to regulate net neutrality.“[The FCC is] asking better questions. But they can’t do what they claim they want to do with their preferred legal approach. It won’t work,” Aaron said in an email to ReadWrite.Under its full legal authority, a provision known as Title II of the Communications Act, the FCC could decided treat Internet access as a public utility, thus allowing it more regulatory freedom over net neutrality.
